In view of the resignation of the two
Materials Inspectors, Accounts and Stores, Public Works
Department, viz: Mr. Thomson who is taking up a position.
locally and Mr. Bolas who is returning to England on the expiration of his agreement, I have the honour to submit the following proposals for the reorganisation of that office.
The existing posts are shewn in the Estimates

for 1928, page 67 and are
1 Deputy Storekeeper
(£400 to £600 by 12 annual increments of £15
and 1 of £20),
2 Materials Inspectors
(£400 to £550 by £10 annually),
1 Store Supervisor and Stocktaker
(£360 to £500 by £10 annually),
for which I recommend the substitution of
1 Deputy Superintendent, Accounts and Stores
(£400 to £600 by 1 increment of £20 and 12
annual increments of £15),
1 Assistant Storekeeper
£400 to £550 by £10 annually,

The creation of the post of Deputy
Superintendent, Accounts and Stores will provide an officer who should be able to take up the duties of the
Superintendent of Accounts and Stores when that officer is
on leave. For this post I recommend the appointment of Mr.
The Director of
Hagger, Store Supervisor and Stocktaker.
Public Works reports that Mr. Hagger is a capable and conscientious officer. He is at present on a salary of £390 and, if promoted, will forfeit certain privileges in the way of free quarters, free medical attendance, etc. I suggest that he be given three increments (one of £20 and two of £15) and placed at £450 in the scale of his new post with effect from 1st January, 1928.

For the posts of Assistant Storekeeper and Inspector of Stores certain officers of the Public Works Department have been considered but none were found to
possess the necessary qualifications. An application for
the latter post has been received fran Mr. W. G. Clark who
was formerly employed as Traffic Assistant, Kowloon-Canton
Railway, and was retired on a reduced pension in 1920, the Medical Board which examined him having reported that he was suffering fran chronic alcoholism (see my predecessor's despatch No.245 of 28th July, 1920). Since then, I am
reliably informed Mr. Clark has been a strict teetotaler and
he at present fills a responsible position in the Stores
Department of the Taikoo Dock Co. (Messrs. Butterfield and
Swire).

Stores) and I recommend his re-engagement on six months probation in the first instance. During the currency of
his new term of service Mr. Clark's present pension will of
course lapse and should he become qualified a second time
for a pension, such additional pension will be calculated
without allowance for tropical service, as that allowance
is already included in his present pension which would then
revive.

It would be necessary to fill the post of
Assistant Storekeeper by appointment from home and
Enclosure No. 2. Particulars of the post are enclosed for this purpose.
7.
The provision for the existing posts made
in the Estimates for 1928 is sufficient to meet the cost
of the above recommendations during the current year.
8.
If you approve of my recommendations I shall
be glad if the Crown Agents may be requested to expedite
the recruitment of the Assistant Storekeeper. I would also
ask that I may be informed of your approval by telegram in
order that the other vacancies may be filled locally as soon
as possible.
