With reference to your letter of the 8th March,
52793/1928, regarding the proposed amendment of the Hong
Kong Merchant Shipping Ordinance No. 10 of 1899, I am
directed by the Board of Trade to state that, as
Mr. Secretary Amery is aware, the Board propose, in
their Merchant Shipping Bill which will be introduced in
Parliament when the authority of the Cabinet has been
sought and obtained, to include a clause to cover the
repatriation of Colonial seamen who have been left behind
in the United Kingdom or who drift to this country after
being discharged abroad. The Board observe that the
Hong Kong Ordinance No. 10 of 1899, as amended by
subsequent enactments, only provides for the repatriation of Colonial seamen from the United Kingdom when they are discharged from ships registered in Hong Kong. The Board would, therefore, suggest, for Mr. Amery's consideration, that this opportunity might be taken to introduce in Hong Kong legislation complementary to that which will be
introduced in this country. The Under Secretary of State,
