far as possible, this area as a building site.
Under the arrangement proposed however, the aircraft
sheds and other technical accommodation for the Royal
Air Force units and for the Civil establishment are
intermingled and more or less interchangeable between
the two organisations. It is necessary, if possible,
that the Royal Air Force establishment should be
entirely separate from the Civil Establishment, that
it should be a self contained unit under single
control, without divided responsibility.

In both the Royal Air Force and Civil
organisations provision must be made for the
accommodation of landplanes and seaplanes and it is
found on careful investigation, and having regard to
the fact that the area which it is considered should
be reserved for future Royal Air Force buildings
approximates to that allocated to the combined
establishment on plan "B", that it is not practicable
to arrange a lay out on the Eastern side of the
aerodrome, comprising two entirely self contained
establishments, with approaches to the landing ground
and to Kowloon Bay, without unduly encroaching on the
landing area on this side.
It has however been found practicable, while
retaining the Eastern site for the Royal Air Force to
site the buildings which it is considered should be
sufficient for Civil Aviation requirements for many
years to come along the Western boundary where the
present temporary Royal Air Force buildings are
situated. The accompanying plan No.HKl. shows the
lay out proposed. It is considered that from an
