3. The immediate reason
for this suggestion of increased
Imperial Contribution is that Mr.
Southorn understands that in
fixing the Imperial Contribution
the Treasury had in mind the
expectation that the Hong Kong
Government would receive any sums
which might be received from the

disposal of parts of the reclaimed
land not necessary for the Aerodrome.
This was in fact the understanding
on which the Imperial Contribution
was fixed (see the last paragraph
but one of Treasury letter to the
Air Ministry of the 11th of January)
and receipts from this source were
expected to be considerable, a sum
of £50,000 having been mentioned.
Actually, however, owing to the
increased size of the Aerodrome now
contemplated there will be no surplus
land whatever, and the Hong Kong
Govt.
