I am directed by secretary Sir Austen
Chamberlain to refer to Foreign Office letter No. P 244/
244/87 of January 24th, regarding the leakage of opium
from Indo-China, and to transmit herewith a copy of a
despatch from His Majesty's Ambassador at Paris reporting
the attitude of the French authorities towards the
question. I am to invite attention, in particular, to the
confidential character of the information contained in
paragraph 3 of that despatch.
2. Sir Austen Chamberlain will be glad to receive
any observations the Secretary of State for the Colonies
may care to make on the proposal for co-operation between
the local authorities in Indo-China and Hongkong, outlined
in paragraph 5.
