Sir,

With reference to your despatch No. 12 (9427/310/87) or the 10th ultimo relative to

the leakage of Indian opium into the Macau

market, I have the honour to report that I

lost no time in communicating with the Portuguese

Government in the sense desired.

I have now received a Note from the

Minister for Foreign affairs in regard to this

matter of which a translation is enclosed

It

will be observed from this Note that the information

which it was desired to obtain as to what happened

in the past is not procurable, as the enquiry which

was instituted by the Government was dependent for

its success on documentary evidence in the possession

of the concessionaire of the opium monopoly, whose

contract has since been cancelled with a view to the

suppression of the previous abuses.

▲ Régie has now been established in Macau

for the purpose of controlling the traffic in opium

from India with a greater efficiency and it is stated

by Dr. Rodrigues that the Portuguese Government are

now in a position to do all that is required of them.

4. It is further stated that the action taken

by the Portuguese Government in this matter has been

communicatea to the delegates to the League of Nations

Assembly and to the Portuguese representative on the

Opium Advisory Committee.
