With reference to your confidential despatch of the 2nd January, I have the honour to enclose for your information copy of a letter written by me to the Consul-General for Portugal in Hong Kong, dated the 10th February, and of his reply dated the 16th February. It appears that no agreement was made or signed by Indo-China and Lacao with regard to the supply of opium and that the Macao Government has not yet succeeded in solving the problem of obtaining the supplies, which it requires, of raw Indian opium.
