The reports of the Icau Government compure as
follows :-
S/S"Gorgistan" arrived 19/11/24, reported 258, books show
751 chests. 5/2"J.L. Mowinckle" arrived 5/8/25, reported 380, books
show 660 chests. S/S Prominent" arrived 2/4/26, reported 276, books show
445 chests.
The effect of the entries is to show that a
very large amount at least of the Persian opium which
entered Icau was consigned to the Farmer and not the
"Negotiantes" as declared by the official reports, and
that in three cases at least Government launches assisted,
ndandsome presents were handed out (see Annexe IV) to
various persons, without doubt officials. There was therefore no question of smuggling, the opium was landed by the farmer with the full knowledge of the
officials in charge of opium, and others.
In five cases employees were sent to Persian and returned with the opium, there is therefore no question
but that the opium was in the first ce intended for
Macau, and not for Vladivostock as declared t Bushire.
Purchases Chinese opium.

Only one entry was found for the purchase of
Chinese opium and that for a small amount bought from
Kong Chow Wan. But there were large payments to a man connected with the company who was at uchow. These
can only be for Chinese opium. There are also constant
purchases of Saigon notes and drafts, not mentioned in connection with the purchase of Indian opium and these
