As representing the Colonial Audit Department
have you always considered the accounting operations
of the Registrar as coming under the general managemant
and supervision of the Treasurer?
If the reply is in the affirmative, why have
you taken that view?
In my opinion, yes.
If there was any question on the accounts we always
addressed the Treasurer. That has always been the
practice.
All these accounts are embodied in the final
account of the Colony and so far as I recollect the
Director of Colonial Audits always signs the accounts
of the Treasurer.
What construction do you put on the words
"public money" in Colonial Regulation 264?
All money for which the Government is responsible.
Such moneys should be paid to the Governments
account either at the Bank or at the Colonial Treasury?
Yes.
Do your investigations show any failure to pay
in public moneys?
Yes.'
Did not the shroff make a statement to you that
he had paid certain public moneys (other than possession
fees) to his private account?
Yes. In the presence of my Senior clerk and a
Chinese clerk.
(Mr. Nisbet) Has the present system of accounting
been changed during your service?
