In writing this report I find considerable
difficulty in framing it in such a manner so that it would
not appear in any way objectionable, and I, therefore, hope
that any points relating to the administration by the
Registrar of the Supreme Court which I place before you,
will not be considered as being outside my province, but in
view of what I consider a serious state of affairs in the
Registry, I could not allow certain matters which came to
·
my notice during the course of the examination, to pass
without drawing your attention to them.
The following questions might be raised:-
1. Why has the Shroff been allowed to assume sole
control of all receipts and payments without any
departmental check.
2. What check exists to see that refunds on account of
Watchmen's Fees are made by the Shroff to the proper
person.
3.
What check obtains to see that payments by Judgment
Debtors are duly credited to the Debtor and the paymen us
made into the Treasury.
4. When have Administrative Officers checked the cash
in the possession of the Shroff.
5. Why is the Shroff allowed to lend Government money
on 1.0.Us.
