Para.7 Grilles may be a deterrent to piracy, but are
an obstacle and might possibly be a menace to the saving of
life in the case of an accident at sea, and would not
prevent the pirates from setting fire to the ship outside
the grilled area, as witness the case of the "Sunning".
I do not think that there is anything further that I
