Another point to support the view of this attack being
more in the nature of a murderous reprisal by the discharged
crew than a piracy is that it is known passengers for Kau Kong
are invariably of the poorer classes and the cargo of little
value, the rich cargo and moneyed passengers invariably being
in the steamers when proceeding between Hongkong and Pak Kai
and returning to Hongkong.
13. LATEST INFORMATION. There are 15 suspects in prison
at Pak Kai; some suspects are known local bandits and remainder
are discharged seamen. There is no more news as to steps or
proposals with reference to action with the Union.
