instructed to remain in company and act as escort from Wangmun
to Hongkong.
All casualties are being taken to Hongkong.
5. Reports on interview and steps taken at Kongmoon.

Commandant Military, Chief of Merchant
Volunteers and Chief of Police. On statements made by Captain,
Chief Engineer and Compradore of "SAN NAM HOI" it was verified
that discharged seamen of "SAN NAM HOI" belonging to Seamen's
Union Pak Kai formed majority of pirates. Members of this
union had threatened the "SAN NAM HOI" on a previous occasion
recently. This fact was also known by the Folice and the Chief
of the Volunteers who corroborated this in interview with me.
Measures to deal with the Seamen's Union are being

discussed at a conference by local authorities.

"SAN NAM HOI" was searched by military, volunteers and
police and two suspects were removed.

It is established that 6 pirates were killed in sampan.
11 suspects were arrested in Min Hoi village, near Fak Kai and
6 in neighbourhood. It is understood the casualties among the
pirates were caused by village volunteers who were firing at
the sampan when the pirates reached her swimming.
9. Officials state that proposals will be made to the
Canton Government about proscribing Union.

With regard to the previous threats by the Seamen's
Union. The distinct lack of attempt to rob the passengers
on "SAN NAM HOI" and the definite attack on the European Offi-
cers and Indian Guards, it appears that this piracy was either
a deliberate attempt merely to murder the Officers and Guards or
a badly organized piracy. No attack whatever was made on the
passengers or engine room.
11. I was led to understand by the Pak Kai authorities that
they had been watching this union lately, whose leaders were in
sympathy with the late Red rising in Canton.
