On receipt of news from Hongkong
I made immediate personal representations to Commissioner for Foreign Affairs and Canton Naval Authorities, who made usual promises to despatch warships and troops.
I had previously on September 22nd communicated an urgent warning to Canton Government from Hongkong Police that a piracy was being planned and that ship would be taken to this actual spot. The Military Headquarters promised to take all precautions but
apparently did nothing.
