lairs in the Bias Bay District, and their bold and desperate action in this instance tends, I think, to show that the failure adequately to punish those responsible for previous piracies has encouraged these criminals to proceed to even greater excesses.
4. It is to be hoped that punishment both salutary and speedy will be meted out to them, and I am ready so far as lies in my power to provide any possible assistance and co-operation that may be desired by the Canton Government towards this end.
