As promised in my letter of govember 23rd,
I have gone into the question of the olala of
the next-of-kin of tr. David Clifford Jones in
respect of his death at the hands of pirates.
Messra. Careless are in error in thinking
that the Government of the Crown Colony of Hong
Kong are responsible for the maintenance of
order on the cosets of China. There can be no
question of a claim against them.
It seems to me that the proper authority
to make compensation would be his employers,
in whose service he met with his death. Please
see my reply to Sir Robert Thomes on November
14th.
