Informer A. states :
There is a pirate stronghold, an island, at
the back of Sam Moon Customs. Troops were sent by
boats to surround it, but the pirates escaped. I
have received definite information that 13 pirates left that place on 8. 9, 28. and went by Junk to Swatow;
from Swatow they will go to Amoy and Shanghai. Their
intention is to pirate a ship leaving Shanghai. I have
been unable to find out exactly what ship they propose
to attack.
On their return they will not take the
captured ship to Bias Bay, but to Tai Chau which is an
Inlet, north of Ping Hoi.
They will collect other pirates en route:
they will not attempt a piracy with only 13 men.
The pirate chief is Hok Lo Ma, his proper
name is Wong Hung Chun he speaks Hakka, Hoklo and
Punti.

His face should be known to Shanghai police:
he has been a pirate for a long time.
