5. Hong Hoi Bay affords no shelter for His Majesty's Ships, and a permanent patrol in that
neighbourhood is therefore impracticable. In these
cases no action can be taken by the Navy, other than
arranging patrols of the likely areas, until
information is received that the piracy has actually
taken place. In the case of the "Anking", news of the piracy was not received until the pirates had landed.
In connection with the piracy of s.s. "Hsin Wah" in April, 1928, a warning was received from the
police at Hong Kong, about three weeks before the
event, that Bias Bay pirates were active. On this
occasion, Bias Bay was continuously patrolled, but no
pirates were encountered there.
