went on board H.H.S. "Foxglove" to Bias Bay. The "Foxglove"

cruised in the vicinity till the 15th of October, when she

returned to Hong Kong. There were no Chinese troops or

warships to be seen and it was impossible therefore to get

into touch with the Chinese Authorities.

As a sequel to this piracy, and at the

instance of the owners of the "Anking", it has been arranged

with the Military Authorities that military guards (60 from

each of the garrisons Singapore, Hong Kong and Shanghai ) shall be made available to travel on China Coast merchant

ships between ports on condition that no additional expense shall fell on the funds of the Military Authorities or of

the Government. A committee representative of all interests

has been appointed to consider what ships should be provided

with these guards, due regard being had to the conditions

laid down by the Military Authorities for their employment.
