read with No.17 on that file (which appears to have
been overlooked). The first enclosure to the sub-
enclosure in 72 gives a very interesting account of
Chinese patrol work and a useful schedule showing
the patrols in the Canton delta. Although rather
disappointing, judged by our standards the patrols
appears to have exercised an undoubted effect in
restoring confidence. But the problem appears to be
only partially met since there are no patrols in
Bias Bay and the case of the Hsin Wah shows that even
though they had received full information in advance
the Canton authorities were unable to take effective
measures to waylay the pirates. Since this piracy the
Bias Bay gang have added one more to their long list
viz.the S.S.Tean. We are expecting shortly to hear
from the Governor full particulars of this case and
to receive also proposals for future action. In the
meantime we should dist. copy 17 on 52747 and
enclosures to F. O., Admy,W.0.and A/M and B/T LFF (the
last enclosure containing Chinese characters should
go to F.0.only) and a copy of this minute should be
placed on that file.
73 & 74 containing correspondence regarding
notification to other Powers of the supply of Anti-
piracy launches, may be put by.
