I am directed by the Lords Commissioners of
His Majesty's Treasury to refer to the correspondence
between your Department and the Royal Mint regarding the
request of the Hong Kong Government, contained in their
despatch of the 23rd September last, that the Mints at
London, Bombay and Calcutta should be asked not in future
to mint any British "Trade" dollars without reference to
that Government.
The proposal of the Hong Kong Government would
appear to be a departure from the policy adopted in 1895,
and since followed, of a silver standard at Hong Kong
supported by unrestricted coinage at a seignorage of one
per cent, and I am to request you to inform Mr. Secretary
Amery that My Lords consider that this policy should be
