(a) An extra 2 battalions in Hong Kong would be of the greatest assistance as a neuclus to defend the Colony in case of attack by an overseas enemy based on the Pacific.

As regards the future Command, with which I am in total agreement, I would further suggest that the General Officer Commanding, South Chine Command should be tactically responsible for the interchange of battalions -stationed at Shanghai and Wei Hai-Wei, but that the battalion at Wei-Hai-Wei should be under the Colonel-Commandant, North China Command for administrative purposes under normal peace conditions.
