So far as the Garrison of Hong Kong itself
is concerned, this adds nothing to the despatch
of the 3rd October (No.71 on 3040/27) in which
the Governor stated his opinion that the permanent
garrison of Hong Kong should not be less than
four battalions, preferably all British, of which
two should be regarded as primarily for the
for
defence of the Colony and two/used as necessary
in South China. This despatch is more concerned
with the military requirements in China generally,
a subject on which it is perhaps hardly Hong
Kong's business to express an opinion.
However,
the view expressed is that even after the passing
of the present disturbed conditions three battalions
should be maintained as well as the four in Hong
Kong, that is, one each at Shanghai, Wei Hai Wei
and Tientsin. This is not primarily a question
for the Colonial Office and we can only pass on
the Governor's views to the Departments concerned.
As regards Wei Hai Wei, however, the permanent
stationing of troops there might be interpreted refinitive as the result of an
decision against
rendition and this particular proposal may have
to be considered from the point of view of the se
political implications.
