It is now 9 years since the end

of the War, and, cogent as the reasons were for making enquiries of this kind while the

War was still a recent event, they have

certainly lost their force with time. The

Goverment of Hong Kong has, apparently,

continued to employ Mr. Alabaster in various

capacities ever since. He has been made a

King's Counsel, Unofficial Member of the

Legi sl ati ve Council, and so on. We really

cannot begin now enquiring into the reasons

why he did not join the Forces, reasons which

were apparently good enough to justify someone

in recommending him for an 0.B.E. in 1918,

presumably for effective War service at Hong

Kong. I should, therefore, give this enquiry a miss.

The Promotions Branch are quite

prepared to take over Mr. Alabaster's case.

As he is in Hong Kong, I do not believe in the necessity for referees, and that sort of

thing. If Sir John Risley is satisfied, we

will have a P/1 filled up properly, and the

caveat indicated snall be conveyed to him in

the despatch sending out the P/1.
