Your Excellency,
At the interview arranged between Your Excellency and Director-General Chiang of the Telegraph Department
and Associate Director-General of the same Department
relating to the change of Directorship of the Chinese
Telegraph Administration in Hong Kong proposed by the Ministry of Communications, two suggestions were made by
Your Excellency, which after a careful examination convince
this Ministry that they tend to violate an existing
Agreement.
With reference to the proposed change in the
Directorship of the Chinese Telegraph Administration in
Hong Kong, this Ministry regards it as an administrative
measure, the exercise of which is the unquestioned privilege
of this Ministry.
With a view to avoid misunderstanding and to act
in accordance with the Agreement this Ministry wishes to
bring to your notice the following points:
1.
Matters appertaining to the Agreement entered into
between the Eastern Extension Australasia and China
Telegraph Company and the Chinese Telegraph Administration
shall
