I have the honour to confirm my telegram
of 3rd February on the subject of the Chinese Telegraph Office in Hong Kong and in connection therewith to for- ward for your information copy of a note by Mr. Teichman
of the conversation which (as reported in my telegram
30145(2) of 19th December last), I had on 15th November, while on

a visit to Peking, with Mr. Chiang Tsun-wei, Director General of the Chinese Telegraph Administration and other officials of the Ministry of Communications, together with a copy of the confirmatory note which I subsequently
addressed to Mr. Chiang.

On my return to Hong Kong I received a letter (copy enclosed) from the Ministry of Communications in Peking restating in blunt, not to say peremptory, terms the attitude that my proposals constitute a breach of the Agreement of 1884 and that the Ministry's latest nominee
for the post of Superintendent, - Mr. Ch'en Ching-wen (13) - had been directed to proceed to Hong Kong,
On the 24th January I received your telegram authorizing
me to proceed on the lines of my suggestions and this was
accordingly done as reported in my telegram of 3rd
