Your telegram of April 18th.
I think you have overlooked that part of my telegram of February 20th which you saw in draft in Hongkong and approved which reads "I will then endeavour to arrange that Eastern Telegraph Company should assume control of this office under a working arrangement with Canton authorities."
In your telegram No. 12 to Foreign Office you agreed with recommendations in my telegram of February 20th and Secretary of State for the Colonies in his telegram of March 13th approved action
proposed in my telegram of February 20th.

Peking has had its chance of nominating a superintendent of this office acceptable both to Hongkong (2 gr. undec.) and has failed to do so mission of Mr. Chen Ching (? gř. undec.) proving
