See my despatch of March 15th to Secretary of State for the Colonies pages 6 to 14 enclosure 2, Canton authorities propose to nominate Kong Siu-lui Hongkong born Chinese merchant well known to Liang Shih.. yi, But the Chinese version of title has not yet been agreed upon, Unless Canton accepts my translation
of title I do not propose to remove Lau. I shall not prese Canton end if question remains dormant it is possible that improvement of wireless communication will make existence of almost moribund land line valueless, and so provide eventual solution. inform you before taking definite action.
