No.37 explains more fully Sir C. Clementi's
version of the matter. I still, however, find
it hard to believe that when he wrote that the
Eastern Telegraph Company should assume control
under a working arrangement with Canton he
meant that the Cantonese should be allowed to
nominate an agent to control the Office.
It
is difficult to say what part the Eastern Telegraph
Company would play in such an arrangement.
However, owing to a fortunate dispute about the
Chinese version of the proposed agent's title
the arrangement never came into force and the
present position seems to be that the telegraph
is not working at all and Sir C. Clementi hopes
that with the development of the wireless
communication the question can be solved by
abandoning the telegraph system altogether.
There is a further despatch on the way, (see No.
34), which will give the latest information.
