Sir,
With reference to Foreign Office letter No.
F5411/43/10 of the 11th ultimo I am directed by Lord
Cu shendun to transmit herewith, copies of three letters
with regard to the provision of anti-piracy guards on
British steamers in Chinese waters.
2.
Subject to the concurrence of the Army Council,
Lord Cushendun proposes in each case to reply that the
permanent provision of British military guards is
impracticable;
but that there is no intention to withdraw
them in the near future; and that reasonable notice of
their impending withdrawal will be given in order to
enable shipowners to take their own measures.
3.
A copy of this letter is being sent to the Admiralty.
