627. Referenos my 1602+ 28th November after faller consideration of anti-piracy problem I propone to establima —an executive anti-piracy committee under Comère, Hong Kong,
whose function will be as follows (1) to co-ordinate system of supplying guards to British ships and to deal with questions of priority claims; (2) to prepare a system of routeing and inter- communication between all British ships on passage; (3) to
maintain close liaison with Civil and Police Authorities and shipping forms; (4) to make recommendations for improvement of anti-piracy measures. The committee will not interfere with provision of guards by Shanghai and Singapore or with (corrupt ~group) questions involved but my suggest recommendations to
0.0.0. concerned. Co-operation will be required from D.I.0., Shanghai, and D.I.O., singapore, and these officers will require assistance from military officers dealing with guards. Loyal co-operation from shipping firms is essential and the committee should have power to refuse guards to those ships which do not
comply with their recommendations. I have appointed Lient. Odr. Taylor of Kahit to serve on this committee and he will have no other duty but to study this anti-pirsey problem and approval
