Your 602 Consequent on your representations Admiralty is raising afresh whole question of piracy in China before Committee of Imperial Defenos.
Your 627 Other Government Departments are being
consulted on the proposals but Admiralty view is that it would be undesirable to lay down that failure to comply with Committee's reoemmendations would entitle
Committee to refuse guards.
