No.23. I think we can agree that the

setting up of the proposed Committee should have good results. It is not clear from the Commander- in-Chief's telegram what is to be the constitution of the Committee, but so far as I can make out he intends it to be a purely naval concern. We do not want to be unnecessarily interfering but I think it would be desirable that the Hong Kong Government should be represented on any such Committee especially
in view of its third and fourth functions as
described in the enclosure to No.20.
As the Admiralty want an immediate reply

No.26. I sent Cdr. Schwerdt about
10 days ago a copy of the Hong Kong Piracy
Ordinance of 1927 at his request. It will
be seen that the Admiralty are anxious to know
whether any regulations have been issued under
that Ordinance in partial substitution for the
regulations rescinded. As the Library can
trace nothing I think we had better telegraph,
and submit draft for consideration.
