against Bias Bay an attempt should be made to arrange for
some nominal Chinese Baval cooperation.
After further discussion there was general
agreement that a joint protest shɔuld be sent to the Kwangtung Authorities. This protest should contain an offer of cooperation, and a threat that if the Chinese
Authorities did not take action themselves the rowers would
hold them responsible for damage arising out of piracy

Mone of the reprezentatives were, of course, in a
position to commit their Governments to this proesdure, but each one personally favoured it and promised to recommend
it to his Goverment.
