Bias Bay, the recommendations of the Committee will be
submitted to the rest of the Diplomatic Bedy, who will
de invited to adept them and to participate in the pre-
sentation of the Note and - so far as they are able -
in any action which may fellow 15. 3ioultaneously,
it is proposed that the Senior Naval Officer of the
varions Powers shall be invited to consider jointly
the feasibility of an international naval patrol.
13. It is of course by no means certain that the
proposed netion, if taken, will be effective, but it
seems to be at lenat a step forward that other Fowers
besides ourselves should show an active interest in
the question, and if the loweze can be induced to form
a united front on the subject, the result can searooly
fail to be beneficial, Other measures have been tried
and, though not entirely abortive, have nevertheless
been found wanting. Avery Avenue nest therefore be
explored, and it is the avenue of international notion
which at present seems to offer the prospest of most
progress.
