Mr. Mounsey opened the question of the issue of fresh

instructions to the Governor of Hongkong as to measures to

be taken for dealing with pirates. He explained the present

position, which gave the Governor authority to take limited

action after consulting the Commander-in-Chief and Him

Majesty's Minister at Peking. The situation had been modified

by the conference of Ministers in Peking on the question of

international co-operation; the genera conference had faded

away, but the question of co-operation was still being

discussed/
