MINUTES OF FOURTH MEETING OF COMMITTEE APPOINTED BY THE
DIPLOMATIC BODY TO DISCUSS ANTI-PIRACY MEASURES. HELD
AT THE JAPANESE LEGATION ON WEDNESDAY DECEMBER 14th, at
5 p.m.
PRESENT:-

The Italian Minister.
The Japanese Minister said that a few days ago he
had received a telegram from his Government authorising him
to agree to the sompromise suggested at the last meeting,
namely that a patrol shoulä first be tried at Blas Bay and,
if successful, extended to Kaichow. The Japanese Government
also agreed that a copy of the Note addressed to Cant on
should be unofficially handed to Chang Tso-lin with an
intimation that in case of necessity the Powers might take
joint action elsewhere to protect their own interests.
The British Minister said that he had received no
further instructions from his Government beyond those which
he had communicated at the last meeting of the Committee.
His Majesty's Government were still prepared to agree to the
general line of action proposed by the Committee subject to
agreement by the technical experts as to "the appropriate
measures" to be taken in case the Chinese failed to respond.
The French Minister said that he had received
instructions to join in any cetion agreed to by the Committee
on two conditions:-
