With reference to your telegram šo, £2 of 4th
Hoveaber I have the honour to report that no ar
exist here for preventing pereɔng with arms in their
possession Irva boarding steamere. The large ferry
steamers whách ply daily between here and Bhanghai
(of which Sesers, Butterfield and Swire own one) such carry
hundreds of passengers and adequate presautions in their
case would probably be very difficult to unfores. These
vessels would, hưwever, offer little or nu inducement to
pirates owing to the nature of the cargo and the shortness
of the crossing to Bhanghai. Small British serye stenmara
do DOONBLSnaily sail from here direct to Sorthern porte,
but the ladsement in their case uleo mould probably be
