It appears that what you

are really interested in is the

question of Chen Chiung-ming's

connection with the piracies in 1924.

We are quite willing to believe that

he connived at them (although there

is no proof of that), but there is

no evidence except Faure's suspicion

that he was directly responsible for

them; and even Faure does not suggest

that he has organised the more recent

piracies. In these circumstances, is

it really any use starting an

investigation into Chen Chiung-ming's

quite hypothetical connection with a

series of piracies which are now a

matter of history? Will it help us

t solve our present problems? The

crux of the whole matter so far as

Bias Bay is concerned is simply that

there is no proper authority there.

What we want is an authority in Canton

sufficiently
