With reference to my despatch ramber 147 of
February 14th, I have the honour to transmit to you
herewith a copy of a despatch from His Majesty's
Congul-General at Shanghai on the subject of piracy
suppression.
2. His Majesty's Minister is shortly due back in
Peking and, as he will possibly desire to offer
certain comments in regard to this question as
result of his visit to Canton and Hong Kong, I do not
propose to express any views on the subject myself.
