Police Report
Sir,
Ia qoatiauation of my despatch No. 86 of the
5th June, I have the honour to enclose a translation
of a further letter from the Commissioner for
Foreign Affairs describing in greater detail the notion
which, it is stated, has been taken by the Chinese
authorities against the Bias Bay pirates following on
the seizure of the 3.3. "Zean"
2. I also enclose a copy of a Hongkong police report,
kindly supplied to me by the Officer Administering the
Government, which largely confirms the above statement.
3. The district in which the pirates have their
haunts comprises a fairly extensive area, and it will
require more than an occssional raid to put a stop
to their depredations. It still remains to be mean
whether the Canton Government will persevere in the
attempt to glean up this Alsatia and bring it under
permanent control, but it appeare that a beginning has
at last ocen made, which is more than I had expected
efter the disappointing results of previous
representations in this connection.
