I tranmit herewith a memorandum on the subject
of the protection of anglo-Chinese in China which has
been prepared in this department. I should be, lad
if you would send copies of this memorandum to the
Actine äritish Consul-deneral at Canton, to the
Consule at other posts such as Swatow and amoy specially
affected and to my other officers in the service who
have had special experience in dealing with this
question and whose views are li.ely, in your opinion,
to be of value in assisting me to arrive at a final
decision as to the course to be adopted. I should
be glad also to be furnished in due course with your
considered views on the whole question,
