H.M.Consul's Note.

With reference to my despatch No.59

of 5th September last I have the honour to

report that the Commissioner for Foreign

Affairs at this Port recently returned to

the question of Chinese dual nationality,

with a special reference to civil and

criminal cases in the Provisional Court at

Shanghai.

2.

I enclose copy and translation of

his letter to me on this subject dated 31st

December last, in which he requests me to

take the matter up with my Colleagues with

a view to arriving at some satisfactory

solution.

3.

The question was discussed at a

meeting of the Consular Body on January 18th,

when it was agreed that we should reply in-

dividually to the Commissioner for Foreign

Affairs informing him of our intention to

apply to our respective Ministers for sanction

to make some arrangement applicable locally
