under their control.

It is observed that Mr. Brenan
has not forwarded to the S.S., a copy of
his desp. to Sir M.Lampson. It is, however,
important that the Govr. of that Colony
should be made acquainted with the position
in order that if he concurs in the procedure
contemplated the new regulations may be
brought to the notice of Chinese British
subjects in Malaya. I am to take this
opportunity to transmit to you the
accompanying copy of a Confidential desp.
from Sir Hugh Clifford to which, subject to
Sir Austen Chamberlain's concurrence, Mr.
Amery proposes to reply in the terms of the
draft enclosed.
