This despatch amplifies the 0.A.G. 's
telegram (No.33).

On the whole, I do not see any-
thing in the detailed arguments to modify the views
previously expressed.
The O.A.G.raises in the despatch two
points not mentioned in his telegram:-
(1) The issue of protection certificates by
the Colonial Governments (see paragraph 6). He
contends that under the new arrangement this should
be continued instead of being completely abandoned
Pratt's
as proposed in Mr. Patt, memorandum, as they would
afford a very useful means of verifying claims to
British nationality for the purpose of applications
for the renunciation of Chinese nationality.

(2) He refers to the possibility of trouble
over distinction as between the descendants of miginal
Chinese inhabitants of Hong Kong and the descendants
of subsequent Chinese immigrants, as it has
previously been contended that the former are
British subjects only and do not possess dual
nationality. He assumes that the only way to
arrive at a settlement of the question will be to
abandon the distinction, and, somewhat regretfully,
is prepared to agree to this.
Copies of the despatch have been sent to
the Foreign Office and Home Office, and we can now
only wait for the Foreign Office to arrange the
conference.
