I spoke to Mr. Pratt of the F.0.
about this. It has been repeated to H.K.
and the Straits so that they will have the
opportunity of making any observations they
may wish.
The F.0. are now engaged on drafting reply. While they intend to approve generally Sir M. Lampson's proposals, there
are so many complications that a long despatch will be necessary. They will consult us
before actually sending a reply.
