We discussed this morning with Sir

C. Clementi, Mr. Mounsey and Mr. Pratt.

Sir C. Clementi made it clear that the new

arrangements into which Mr. Brenan has entered with the Canton Govt. have his full approval and are indeed welcomed generally by the Chinese in Hong Kong.

The F.0. reported that in one

case the application for denationalisation had already been made and granted

which seems to

show that the Cantonese Authorities are out to fulfil their promises. It is intended if the arrangements with the Cantonese work smoothly. to aproach other provincial Govt s. on the same lines; in the meantime as Canton is the most important area so far as Hong Kong and the S.S. are concerned, we can let theater arrangements
