suggestions forward here solely to do justice to the
British oreditors and claimants, who have received such
unfair treatment at the hands of the Chinese and of
Chinese official departments and whose case may appear to
His Majesty'a Government so strong as to outweigh other
considerations.
I should be glad, however, if I might
be informed of your attitude in principle on both of these
proposals, the one for using the interest only, end the
other for using a part of the principal of the British
Indemnity funds, towards the settlement of admitted
British debts and claims.
