(Boxer Indemnity.)

If a more or less stabilised Central Government

emerges out of the present tangle I hope to proceed

with an amending bill. But this position has not

yet arisen; and choice is limited to continued in-

activity or undertaking minor projects within scope.

approval see Indemnity Blue Book, pp. 17 to 23

under provisions of 1925 act. For this a small sub-

committee in China would be necessary to enable

Statutory Committee to advise me. Funds could then

be released to carry out decisions reached by

Statutory Committee and sub-committee in consultation.

These sums would be accounted for by sub-committee.

You should therefore submit this proposal to the

three Chinese members as coming from Lord Buxton

and the British members indicating their own

preference for taking immediate action on these

lines rather than waiting for the inevitable delays

of further legislation, but impressing on them that

legislation and appointment of Board of Trustees is

not to be prejudiced by this preliminary scheme but
