In any case I do most earnestly hope that, now the Willingd‹ scheme is clearly impossible, that the funds already recover should be used in whole or part for Hong Kong University and perhaps also for the construction of the loop line railway linking Canton with Hong Kong. Hong Kong University is the

one way in which we can really do something which would both

benefit the whole of China and enhance British prestige, and personally I should not hesitate to give the whole sum to it in order to endow it worthily and make it a great centre both of Chinese studies and of progressive education for Chinese citizens. The railway project is of course also of great importance to Hong Kong and Anglo Chinese relations.

there is only one bit of solid ground, and that is our po ition in Fong Kong. Anything we can do to strengthen that, both materially and morally, will be to our credit and advantage however many changes and fluctuations take
